Unfortunately, in practice, we can't stop the video from playing after a voice command:
see `VideoVoiceCommandMediaSession.MediaSessionCallbacks.onPause`.
We add this meta-data tag anyway because:
- On Cube, it sometimes decreases the playing time in pause-playing-pause by a few hundred milliseconds
- This "execute callbacks during a voice command" is the default behavior on the 4K but
not the Cube. Adding this flag allows us to opt into this behavior on the Cube,
reducing our device fragmentation.
Unfortunately, this opt-in behavior is more fragile than not opting in (see the code
mentioned above for details). -->
